Input string was not in a correct format.

description

whenever I try to create a forum in a new group I get an exception error Input string was not in a correct format.
this has been an issue since long ago and still persists in new upgrade need help please

i find cause - when i try create new forum in english locale - create finished successfully. when i try create in russian locale- i get exception 'input string'

Problem persists in DNN 7.0.3.

Have created forum in English locale, switched to Swedish and get that exact error.
